First, we would like to make it clear that we do not agree with chained dogs, BUT...
Rome wasn't built in a day,
keeping guard dogs on chains is a very common practice in Portugal, so it is important to create a dialogue with the tutors of chained animals, in an open way and free of judgement, as that is the only way they will be perceptible to change, attempting to force someone to do something rarely works.
It is important to educate these tutors to the importance of physical exercise in animals, as well as, the psychological effects that the chain has on an animal. It is important to understand why the animal is chained, does the tutor not have money to fence a space for the dog? Maybe you can help? Maybe offer to construct a fence? Start a crowdfunding? Ask your friends for 1€ and explain what you are planning to do, maybe your friends will want to join you!

Print a flyer, and hand it to the tutor?
On December 1 2017 was founded the first Organization in Portugal whose pioneering movement focuses on the liberation of chained dogs and the education of tutors, in order to put an end to this problem.
Quebr' a Corrente - Movimento de Libertação de Cães Acorrentados created the document below to address the tutors of chained dogs and educate them on the importance of releasing them from their chains.
The document reads as follows:
Keeping chained dogs is unsafe for oneself and the community.
Chained dogs suffer from emotional stress, behavior problems and are 8 times more likely to die.
It is difficult to care for a dog that is trapped and often the chains hold obstacles that prevent them from reaching food or water. Dogs are also more vulnerable to being attacked by other dogs and bitches get pregnant if they are not sterilized.
Taking the Chain is a civic movement constituted by volunteer citizens with the aim of freeing chained dogs, and give them safe and adequate spaces through the closure of the exterior areas and always in collaboration with citizens and families.
WHAT WE DO?
We show tutors the risks of keeping dogs chained;
We release dogs into safe and protected enclosures;
We support families in being better caregivers;
Contribute to the development of communities.
PRISONERS WITHOUT HAVING COMMITED A CRIME
In Portugal there are thousands of dogs that live in chains. The cruelty of holding them thus is almost always tolerated or ignored by the people of the community who find justification in tradition, culture or habit.
Everyone is entitled to have an animal and all animals are entitled to protection and welfare. Build a fence with enough space for the dog to walk and run freely, where there is shade, adequate shelter, water and food. Take him for a walk and interact with him.
INSPIRE THE COMMUNITY WITH YOUR EXAMPLE
A community that respects and dignifies the lives of animals is healthier, more developed and happy.
A dog chained permanently violates the Portuguese law in force on the housing of animals Decree Law 276/2001 most recently amended by Law 95/2017 of August 23.
WHY IS CHAINING A DOG WRONG?
Dogs are social beings who prosper when in interaction with humans and other animals. A dog kept chained in one place for hours, days, months and years becomes unhappy, anxious and aggressive.
DO THE CHAINED DOGS PROTECT THE HOUSE AND FAMILY?
On a chain the dog can do nothing to a stranger trying to enter the house.
SHOULD DOGS BE CHAINED SO THEY CANNOT RUN AWAY?
The restriction of movements created by chains is extremely cruel, and there are other ways of preventing a dog from escaping, such as creating an enclosed space.
SHOULD DOGS BE CHAINED IF THEY DON'T OBEY?
There are people who chain animals because they do not accept their behavior. However there are specialists in animal behavior that with positive education and training make these situations resolvable.
